21 Records est  au départ un label indépendant, qui signe rapidement un contrat de distribution avec ATLANTIC lancé en 1983, sur lequel on retrouva en les singles du groupe Canadien CHERI faisant suite au hit "Murphy's Law". Ce qui caractérise ce label c'est son eckectisme, pop, dance music, black/White....il n'ya pas pas de cloisonnement particulier.
Pour les collectionneurs, ce label est à retenir pour le prmeir album de Donna ALLEN.
